Habitat Assessment and Restoration Professionals (HARP) has been providing high quality reasonably priced environmental consulting, permitting, stream and wetland design and oversight services to developers, state and local agencies, land conservancies and individuals for more than 16 years. We are headquartered in Charlotte North Carolina and work throughout the Carolinas, the Virginias, Tennessee and neighboring states.

Although the recent economic crisis dealt a devastating blow to many, HARP has remained a via consulting and services provider. We are here and always ready to serve our existing client base and ready to show new clients how valuable our services can be to their projects.  Our project managers and employees respect budgets and understand the need for cautious spending as we help clients rebuild their businesses and put projects back on track.  We are always here to help.

HARP can provide services to our clients that they may not otherwise be able to afford.  We have a staff of highly trained scientists and specialist who can be hired by the hour on an as needed basis reducing your overhead costs.  Few if any today can afford to hire Ph.D. level scientists or specialists with the experience HARP personnel possess. By utilizing HARPs scientists and specialist you get the highest level of scientific knowledge without the burden of the payroll and benefits that would normally follow such an experienced and qualified individual into your company.  We are here when you need us and gone when we have completed the tasks at hand.  When you need us again, simply pick up the phone.  We are only a phone call away.

HARP is employee owned.  Many of our employees have been with the company since its inception in the early 1990’s.  Our founding fathers, Dr. Jim Matthews and Dr. Larry Mellichamp are both very active in the company and provide consulting services to our clients as well as consulting services to our other team members.  We regularly receive positive feedback from our clients and associates. The following are some of the services we offer:

  • SITE INSPECTION: We ensure your site meets and exceeds the current development regulations. Helping you stay on the good side of the regulators is our job. We are good and it and we take pride in it.

  • WETLAND and STREAM DELINEATION:  Our scientists are experienced and are abreast of the latest regulations by the Army Corps of Engineers and Divisions of Water Quality.

  • STREAM, WETLAND, PRAIRIE, and SENSITIVE HABITAT ANALYSIS: We locate and define the natural resources on your property allowing you to protect them and avoid them during development saving you mitigation fees and adding value by protecting the naturally occurring assets on your land. 

  • STREAM AND WETLAND IMPACT PERMITTING: We advise our clients well, which allows us to maintain good relations with the regulators. When impacts to sensitive areas cannot be avoided we can help you throughout the permitting process.  Our reputation as a firm that places the environment before profit allows us to work with the regulators to ensure your permit is accurate, straightforward and will be accepted when submitted.

  • STREAM AND WETLAND RESTORATION, DESIGN and CONSTRUCTION: When impacts cannot be avoided, often the opportunity for reduced impact fees are in your hands. We can help you maximize those opportunities. HARP regularly advises developers about stream and wetlands on their sites allowing them to take advantage of current regulations which allow mitigation banking. Fees for impacts to jurisdictional waters are high.  By restoring, enhancing or protecting streams and wetlands on your site it may be possible to offset or eliminate those fees. HARP can create a mitigation plan, create a scientifically sound design, obtain permitting, and perform the restoration construction.

  • INVASIVE PLANT MANAGEMENT AND IRRADICATION: Invasive plants reduce the value of your land. Our founding fathers; Dr. Jim Matthews and Dr. Larry Mellichamp are botanists. Our invasive species management teams have theses renowned botanist’s knowledge at their backs. We have proven methods and experienced teams who can manage and in many cases eradicate the invasive plants on your land. We successfully treat kudzu, bush killer, microsegium, privet, multi-flora rose, honeysuckle, mimosa to name a few. By using our invasive species management teams who are lead by a licensed herbicide applicator we can help you increase the value of your land.
